New Mexico has a complex gambling background. When the IGRA was signed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that would not be the case.
The New Mexico governor Bruce King announced a working group in Nineteen Ninety to negotiate a compact with New Mexico Amerindian bands. When the task force came to an accord with two prominent local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it seemed that American Indian gambling in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Native bands, anti-gaming forces were able to tie the accord up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the accord, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full accord between the State of New Mexico and its Indian tribes. A decade had been lost for gaming in New Mexico, which includes Native casino Bingo.
The non-profit Bingo industry has increased since Nineteen Ninety-Nine. That year, New Mexico charity game providers brought in only $3,048 in revenues. That climbed to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo earnings have increased steadily since that time. 2005 witnessed the largest year, with $1,233,289 grossed by the operators.
Bingo is clearly favored in New Mexico. All kinds of owners look for a piece of the action. With hope, the politicians are done batting around gambling as an important issue like they did back in the 90’s. That’s most likely wishful thinking.
